today. don harrison went to the spca to see how people and the shelter feel about the decision. >> reporter: these are the faces of a difficult decision. a court ruling last year state that all pit bulls should be labeled inherently dangerous. that forced many to either give up a loved family member or face a lawsuit if the dog attacked anyone. a spokesperson with the spca took in a handful. >> owner has to make the decision to pick between their home and dog. >> reporter: she believes today's vote will now make the decision to give up a dog less about the breed and more about the individual. >> regardless of breed, each dog has a individual personality and breed doesn't play a part. >> reporter: in fact most owners say the breed is very people friendly.

>> they are very people friendly. they are anxious to please people. you know, they love to snuggle. they are really great dogs. >> reporter: here, they see a much better future for the pit bulls. >> going forward we are hoping more will be able to keep their dogs in their home and not have to make the decision to give up the dog based on the living environment they are in. in addition to that hopefully more insurance companies will be accepting more dogs here will be able to find homes. >> reporter: in annapolis, don harrison. abc 2news. >> now the bill moves over to the senate where many expect it to be approved and tonight we will talk to tony. he is the father who pushed to have pit bulls labeled dangerous and get his thoughts on today's vote. now two other big ticket items are up for votes. >> the gun control measure is expected to get a vote in the committee and the chair said he

expects a 6-5 vote in favor of the bill that would change the face of gun laws in our state. it includes a ban on assault style weapons and requires fingerprints from anyone who buys a gun. that same committee will also vote on a bill to repeal the death penalty and it's expected to get out of the committee on the same margin. there are five men on the death row right now. the last execution came back in 2005 when wesley baker was put to death for the 1991 murder of jane tyson in the parking lot of the west view mall. in less than go hours the county will decide on its next executive. >> they are set to vote at 7:00 tonight. they are picking a replacement for the former county executive. 16 candidates have applied for the position including the former maryland first lady and acting county executive. as soon as we get the word we will bring it to you on twitter and on the website. now to a story that could

affect your money. >> yes. we are just days from major cuts in the government spend that could affect all of us. >> we are tracking the countdown and new attempts by the president trying to reach across the aisle to prevent it. >> reporter: washington is once again facing deadline pressure. >> there is no other profession, no other industry where people wait until the 11th hour to solve these big problems. >> reporter: today the president called the house speaker and senate minority leader to talk about the $85 billion in automatic spending cuts that will go into effect on march fierceness congress acts. the phone call marked the first time they have talked on this issue since the fiscal cliff deal. the president said yesterday that it never should have gotten to this point. >> these automatic spending cuts that were put into place back in 2011 were designed to get congress to actually avoid them by coming together with

more sensible approaches. >> reporter: yesterday the pentagon said if the cuts happen it'll furlough most of its 800,000 civilian work force. losing one day of work a week for up to 22 weeks would mean a cut of 20% in pay. military people would be exempt but. >> the across the board cuts to defense will harm our national security interests, will reduce our readiness. >> reporter: the cut also have a ripple affect across the nation. tsa agents could be furloughs meaning longer lines at security. 1,000 fbi and other agents off the job and 70,000 preschoolers dropped from head start. next week the president will hit the road to highlight what the white house called the real world impact of these cuts including lost jobs. abc news washington. >> now if an agreement isn't reached in time more than 100,000 federal employees right here in the state could have

northwest around 15, gusting higher, gusting around 20, still a wind chill factor in the upper 20s. that's what it feels like with that wind. it'll be less breezy as we go toward the midnight hour but also clouds start to increase. things changing and will not keep the clear set up throughout the day tomorrow. maybe a little sun first thing in the morning and then we will have that. clouds rolling in. maybe a few light showers, even winter type showers, talking about sleet mainly threat and then as we go in to the afternoon another wave of precipitation. this model run puts a lot of it just south the baltimore area. that could shift further north. we will toys hit and miss scattered sleet showers with rain showers tomorrow. as we go into tomorrow night, that could mean, could mean icy conditions north and west in particular the city on some of the overpasses, midnight start all changes to rain when the coastal system changing to the north and east.

don't waste your money. >> reporter: if you are like most people you are pretty careful online and you never visit questionable or porn websites. then think of getting a notice from the fbi that your computer has been locked because you have been where you shouldn't be. jennifer sat down at her pc a few days ago and couldn't believe what she saw. a website taken over her computer. >> saw a screen up on the computer and it had like i guess the fbi logo and we thought that maybe someone in the house did something wrong or something. >> reporter: the fbi alert stated she had visited an illegal website and as a reassault was being lock -- as a result was being locked out unless she paid a 200-dollar fine. >> they wanted a 200-dollar card to unblock our computer. >> reporter: at point she got suspicious, send a fine by a

debit card by a drugstore? they realized then it was ransom ware that had taken or. they searched on their phones and found instructions for removing the fbi green.money pack ransom ware virus. >> i fit f12, rebooted the system and then followed some instructions to aself cleaning. >> reporter: if this happens to you search on another computer or phone for the fix or call a computer repair shop. jennifer is glad she didn't pay the ransom. assume any e-mail or online notice from the government is a scam, especially if it doesn't include your name in the title. the fbi, irs or other agencies won't e-mail you. they will write a letter or show up with a knock on your door. that way you don't waste your money. >> thank you. that the ravens have won what will they do next in how about upgrade the stadium?
